eTimesheets to launch in March, June 2020

To: All RCUH Employees and HR Portal Users

RCUH is pleased to announce the launch of our new eTimesheets! A Pilot Group has begun using the eTimesheet in fall of 2019. Remaining projects will transition to the new system in two scheduled rollouts:

  • Monday, March 16, 2020
  • Monday, June 1, 2020

eTimesheets will be located in Employee Self-Service (ESS) so please prepare for this launch by ensuring you have access to ESS. If you’re unable to log-in to ESS, please email [email protected] or call (808) 956-8900. Principal Investigators and Designated Authorities will continue to submit eTimesheets to RCUH Human Resources using the HR Portal.

With the new eTimesheet, each employee will need to know:

  • How to submit their own eTimesheet,
  • How to record leaves (Vacation, Sick, etc.), and
  • When to include attachments for various leaves.

Projects selected for the March 16, 2020 rollout will receive a separate email with further information in the next few weeks (PIs will also receive a notice from HR). In-person training will be offered on O‘ahu, Maui, and Hawai‘i Island during the first two weeks of March in addition to live webinars that can be attended/viewed from your desktop or mobile device.

Effective January 31, 2020 – New Version of Form I-9, Employment Eligibility Verification

SUBJECT: Effective January 31, 2020 – New Version of Form I-9, Employment Eligibility Verification

On January 31, 2020, the U.S. Citizenship and Immigration Services (USCIS) announced a new version of the Form I-9, Employment Eligibility Verification. This new version contains minor changes to the form and its instruction.

For the minor changes to the form, USCIS added Eswatini and North Macedonia to the Country of Issuance field in Section 1 and the foreign passport issuing authority field in Section 2, per those countries’ recent name changes. These changes are only visible when completing the fillable Form I-9 on a computer (not the paper Form I-9). USCIS also updated the following in the form instructions:

  • Clarified who can act as an authorized representative on behalf of an employer
  • Updated USCIS website addresses
  • Provided acceptable document clarifications
  • Updated the process for requesting the paper Form I-9
  • Updated the DHS Privacy Notice

Effective immediately, RCUH Human Resources will utilize the new version of the Form I-9. All new hires will be required to complete the revised version, dated 10/21/2019. Federal law requires all employers to verify the identify and employment eligibility of all individuals to work in the United States. Form I-9 must be completed as part of the new hire process.

Payment Approval Deadline for 12/24/19 and 12/31/19

The payment approval deadline on Tuesday, December 24, and Tuesday, December 31, is 12:00 noon.  Online payment transactions approved by fiscal administrators by 12:00 noon on December 24 and 31 will be included in the daily check print and ePayment file.

The last check run for the calendar year will be on Tuesday, December 31, 2019.  Month-end processing will commence at 12:00 noon on December 31, 2019.  During this period, online purchasing, payment, and travel transactions can be initiated, but fiscal administrators will NOT have the ability to approve transactions.  Transactions approved after 12:00 noon on December 31 will NOT be included in the project reports for the month of December.

New 2020 Maximum Allowable Contribution Limits for 403 (b) Supplemental Retirement Annuity (SRA) Plan

TO:      All Eligible Regular-Status Employees that wish to elect/maintain the Maximum Allowable Contribution in the Calendar Year

On November 6th 2019, the Internal Revenue Service (IRS) announced cost-of-living adjustments increasing the maximum dollar contributions for pension plans and other retirement-related plans for 2020. Effective January 1, 2020 maximum contribution limits have increased (see Table below):

50 years old and above $25,000.00 $26,000.00

Before you can elect to contribute to a SRA Account, please make sure to enroll in a Supplemental Retirement Annuity (SRA) account on-line with TIAA. Please go to https://www.tiaa.org/rcuh to create an account or call TIAA at (800) 842-2252.

If you have previously elected the maximum allowable contribution, you must submit a new Agreement for Salary Reduction Form (B-6) if you wish to maintain the maximum allowable contribution amount for the TIAA Supplemental Retirement Annuity (SRA) plan if you have elected. The RCUH does NOT automatically adjust your SRA contributions to the revised IRS Maximums.

If you are interested in electing the maximum contribution amount for 2020, please do the following:

  1. Complete the Agreement for Salary Reduction Form (Form B-6).
  2. Submit the form to RCUH Human Resources no later than December 23rd 2019 (if you would like to contribute for the effective date 12/16/19, which is the 1st pay period for the 2020 Calendar Year) via the options below:

Observance of Christmas Day & New Year’s Day Holidays; Early Timesheet Deadline – Dec 31, 2018 – 12:00pm (for pay period Dec 16-31)

(for Pay Period December 16-31, 2018)

Observance of Christmas & New Year Holiday:  As the end of 2018 nears, the RCUH would like to remind all Principal Investigators and Project Managers of the upcoming holidays.  This year, both the Christmas Day (December 25, 2018) and the New Year’s Day (January 1, 2019) Holidays fall on a Tuesday. Both holidays will be observed on these calendar days.

If any of your RCUH employees are required to work on Tuesday, December 25, 2018 and/or Tuesday, January 1, 2019 they will receive both holiday pay (based on the employee’s FTE) and regular pay for all hours worked on these paid holidays.  There will be no floating holidays allowed for these two holidays.

No Administrative Time-Off for Eves:  The Governor is not authorizing paid administrative leaves for the both holiday eves. The RCUH encourages all Principal Investigators and Project Managers/Administrators to allow your RCUH employees to take vacation time-off during the holiday season.

EARLY DEADLINE for RCUH Timesheets – Pay Period December 16-31, 2018:  Due to the New Year’s Day Holiday and the shortened workweek we need all projects to submit your RCUH employees’ online timesheets by 12:00 Noon, Monday, December 31, 2018. The RCUH Online Timesheets will be available for your input/submission by Thursday, December 27, 2018.

Coming Soon: Attachment B and Position Request Revamp!

Attention all Principal Investigators, Supervisors, Fiscal Administrators and Administrative Staff:

 RCUH will soon complete a revamp of the Attachment B and Position Request processes with a tentative launch date of late July 2018. As a brief overview, the Attachment B form will be moved from the Financial Portal to the Human Resources Portal and will be merged with the Position Request form. In addition, new features have been added to streamline the overall review process.

A training session is scheduled for Tuesday, July 17, 2018 via HITS from 10:00 a.m. to 12 noon to guide you through the revised process.  We highly encourage users at all access levels to attend.
