Flexible Spending Plan Accounts – Use or Lose It

TO: All RCUH Regular Status (50-100% FTE) Employees who are currently active and enrolled in Flexible Spending Plan Accounts for Plan Year July 1, 2016 – June 30, 2017

There is one (1) month left to utilize your current active Flexible Spending Plan Accounts (Medical Expense & Dependent Care Expense Reimbursement Accounts).  The end of the current Flexible Spending Plan Year is quickly approaching (June 30, 2017).  Services must be incurred by June 30, 2017.  If you experience a change in your employment status (i.e., loss of eligibility, termination of employment) prior to June 30, 2017, you have up until the effective date of your employment status change to incur services.  Unused contributions will be forfeited at the end of the plan year (NO EXCEPTIONS).

You have ninety (90) days after June 30, 2017 to claim/submit reimbursements for the plan year July 1, 2016 through June 30, 2017 by completing the NBS reimbursement form and submitting it along with all copies of your receipt(s) and required documentation directly to National Benefit Services (NBS) via fax, mail, or email:

Flexible Spending Accounts – Medical and/or Dependent Care Expense Reimbursement Account(s): You MUST ENROLL by submitting the RCUH Flexible Spending Enrollment/Change Form (B-5F) with your election amounts(s) for the new plan year. This benefit will not automatically continue into the new plan year.

Pay Award/Personnel Action Form (PA/PAF) – GO LIVE TODAY through October 11, 2016!

TO:   Principal Investigators and Fiscal Administrators

NOTE: This announcement is only applicable for Principal Investigators who missed the July 1, 2016 pay adjustments but submitted Annual Performance Evaluations by the September 12, 2016 deadline and will be providing their employees with pay increases/one-time payments effective October 1, 2016.

The online Pay Award/Personnel Action Form (PA/PAF) is now available for use via the Human Resources Portal. All Principal Investigators who have submitted their employees’ Performance Evaluations by the September 12, 2016 deadline who would like to provide their employees with pay increases or a one-time payment effective October 1, 2016 must initiate and approve the online PA/PAF no later than October 11, 2016 (no exceptions).

As a reminder, this is only applicable to RCUH regular-status employees (regardless of FTE).

The PA/PAF is located on the Human Resources Portal > Manage Employees Tab > Annual Pay Awards (PA/PAF). The PA/PAF will include a retroactive one-time payment option for the July 1, 2016 through September 30, 2016 period if an increase to base is provided.

Note: If you have submitted a manual PAF and Performance Evaluation to end an employee’s probationary period earlier and would like to provide the employee with a pay increase or one-time payment effective October 1, 2016, please send a manual PAF to RCUH Human Resources via email at [email protected] to process this action.  The deadline for the manual PAF is October 10, 2016.

Hawaii State Ethics Commission Training – October 26, 2016

SUBJECT:                 Ethics Training for Neighbor Island State Employees

The Hawaii State Ethics Commission is offering ethics training classes in October for state employees on Hawaii Island (Hilo and Kona), Kauai, and Maui.  The classes are open to all state employees and will provide an overview of the State Ethics Code, Hawaii Revised Statutes Chapter 84.  Topics will include conflicts of interest; gifts and the reporting of gifts; confidential information; misuse of official position; and post-employment restrictions.  There is no fee for this class, but early registration is encouraged as seating is limited.

Please encourage the neighbor island employees in your agency who have not previously attended an ethics training class or who would like a refresher class on ethics to register for this training.  To see the schedule of classes or to register, click here:  http://ethics.hawaii.gov/2016_10train.

Employee Vendor Records

RCUH strives to maintain a vendor file that is complete and accurate.  You may have been contacted recently to confirm an individual’s employment status, or to provide a missing employee ID number.  We appreciate all the prompt responses that we have received, which we used to update the records.  We have purged the remaining incomplete vendor records (primarily UH and RCUH employee vendor records without employee ID numbers) that have not been used since December 2015.  Going forward, if you are unable to locate a vendor record that you used prior to 2016, please create a new vendor record.
